Over the past three years, Matter PR has led an international media campaign to position Europe as a global leader in quantum technologies and strengthen engagement with industry, policymakers, and the media.
We delivered 17 major campaigns, generating 257 articles in media outlets worldwide, reaching an estimated 40 million readers. Our work focused on advancements in quantum computing, sensing, simulation, and quantum basic science to demonstrate how Europe is fostering a vibrant quantum ecosystem and shaping the future of technology.
We built a narrative that highlighted the practical solutions quantum technologies offer to some of society’s biggest challenges, from saving lives through better healthcare and tackling climate change through more efficient resource use to strengthening cybersecurity with unbreakable encryption.
These efforts put a spotlight on the continent’s technological achievements with carefully chosen subjects – from human interest stories that showcased how quantum impacts the lives of people in tangible ways, environmental impact campaigns that highlighted how quantum contributes to eco-friendly solutions and sustainability, and economic case studies that revealed quantum’s impact through job creation and the growth of the vibrant new industry.
The Matter PR team brought Europe’s quantum story into mainstream newsrooms, specialist science media, policy circles and global business and tech platforms. Together with the Flagship, we deepened engagement with key stakeholders, positioned Europe at the forefront of quantum advancements through ongoing research and collaboration efforts, multi-billion-euro strategic investments, and policies such as the European Commission’s supportive regulatory framework.
We showed how Europe is uniquely poised to capitalise on the quantum revolution through its cross-border collaborations and enormous scientific, industrial, and academic capacity, and that the continent is driving a transformative era of scientific discovery, technological innovation, and societal advancement.
Sam Young, Head of Content and Media and Account Director at Matter PR, said:
“Our work helped to position Europe as a global leader in quantum science and technology. The campaign promoted awareness and understanding of quantum technologies to policymakers, industry leaders, researchers, and the general public. We shaped a clearer, more ambitious public narrative for Europe’s quantum future to generate standout international coverage across policy, science, technology and mainstream media. Today, Europe is one of the best places in the world for researchers and small businesses working in quantum. A culture of cross-border collaborations within an enormous scientific, industrial and academic ecosystem provides quantum developers and researchers an attractive place for their work.”
Working with Europe’s Quantum Flagship
For more than a decade, Europe has been quietly building one of the world’s most ambitious quantum ecosystems spanning computing, communications, sensing, space, semiconductors and skills.
Working via the Commissariat à l’énergie atomique et aux énergies (CEA), Matter PR supported the Flagship across multiple domains, including EU strategic vision, education & workforce, regulation, international collaboration and public awareness via a number of channels, including media campaigns, digital and social media platforms relevant to the quantum community and high-profile events to bring the narrative to life.
Over the past three years, Matter PR has helped the Quantum Flagship communicate Europe’s vision for the quantum age, showcasing the continent’s scientific excellence, industrial capability and collaborative spirit while helping position Europe as a global leader in one of the defining technologies of the twenty-first century.
Our media campaigns consistently broadened the audience for Europe’s quantum leadership. Some of our strongest stories connected complex science to real-world relevance, whether by talking about Europe as an emerging “Quantum Valley”, turning policy into headline news, showcasing major advances in chip and qubit development, or demonstrating how quantum technologies could help address urgent challenges in cybersecurity and environmental monitoring.
SRIA 2030, for example, helped position Europe’s quantum ambitions as a coordinated, continent-wide vision, giving the community a strong shared narrative, while our Belgian Presidency Event delivered exceptional international visibility and pushed quantum policy into mainstream headline coverage. The UN’s International Year of Quantum Science and Technology (IYQ 2025) brought quantum into the global public conversation by linking science with education, culture, and future skills; ONCHIPS and SPINUS showcased Europe’s strength in quantum hardware, from scalable chip manufacturing to room-temperature qubit research. CARIOQA-PMP and HYPERSPACE, meanwhile, demonstrated quantum’s real-world relevance in climate resilience and quantum-secure communications.

The Future
Europe’s quantum landscape is accelerating rapidly. The next few years will determine who leads in computing, networking and sensing, and who ends up relying on others. Communications alone will not determine the outcome. But in a global race for talent, investment, influence and technological leadership, the ability to tell a compelling and credible story matters more than ever.
Europe has spent decades building one of the world’s most sophisticated quantum ecosystems. The coming decade will determine whether that scientific excellence translates into industrial leadership, economic growth and technological sovereignty.
The future belongs to those who create new technologies, but especially to those who can inspire others to believe in them.
